Defect, as DVSA words it

The radial seal on left and right hand idler arms may have been fitted incorrectly. There is a risk that access lubricating grease would not be able to escape from the bearing during routine lubrication maintenance. This would lead to damage to the adjustment and retaining screws of the idler arms caused by overstretching. If a retaining screw was to break as a consequence the vehicle would lose its ability to steer.

Remedy, as DVSA words it

Replace the radial seals and adjustment screws.
