On certain vehicles, the upper and lower steering column may be missing a bolt and nut missing. This could cause the steering column to slip out of the mating shaft when the column's adjustment mechanism is used. If this were to happen, steering function would be completely lost. Correction: Dealer will install a bolt and nut if missing. If they are present, dealer will torque to specs.
