What the ministry says is wrong
油圧式クラッチのマスターシリンダーにおいて、加工時の内部洗浄が不適切なため、製造時に使用する化学薬品が除去できておらず、ブレーキフルードと化学薬品の混合液がマスターシリンダー内部のアルミ地と化学反応を起こし、ガスの泡が発生するものがある。そのため、発生したガスがマスターシリンダー内部に溜まった状態でクラッチ操作をすると、クラッチが切れない状態となるおそれがある。What is to be done about it
全車両、クラッチシステムを点検後、必要であれば指定の洗浄液で洗浄し、新品のマスターピストンを使って組み立てる。また、マスターシリンダー内部に腐食が見られる場合はマスターシリンダーを正しく洗浄された部品と交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
