What the ministry says is wrong
交換期限を超えて使用されたスプリングチャンバ内のダイヤフラムの劣化等により、エア漏れを生じるものがある。そのため、ブレーキ系統のエア圧が低下して駐車ブレーキが作動し、操作バルブがエア供給を停止するが、エア圧回復後もその状態を維持するため、ドライバーが走行前に駐車ブレーキを解除しない場合、ブレーキの引きずりを生じ、そのまま走行を続けるとドラムが過熱して、最悪の場合、火災に至るおそれがある。What is to be done about it
（１）チャンバ類のダイヤフラムの定期交換とエア漏れがある場合の対処方法に関し、パンフレットにより注意喚起するとともに、警告ラベルを車両に貼付ける。 （２）全車両、トレーラに装備されている中期ブレーキ規制以前の機能を有する操作バルブを、ブレーキ配管系統のエア圧低下に関与しないものに交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
