What the ministry says is wrong
フレームの塗装指示及びエンジン前側懸架ボルトの締付トルク設定が不適切なため、エンジンから発生する熱や振動等により塗膜が摩滅し、エンジン前側懸架ボルトの軸力が低下することがある。そのため、そのまま使用を続けると当該ボルトが折損し、最悪の場合、フレームが折損して走行安定性を損なうおそれがある。What is to be done about it
全車両、以下の改善対策を実施する。 （１）エンジン前側懸架ボルトの締付トルクを点検し、指定したトルク未満の車両については、フレームに亀裂が発生しているおそれがあるためフレームを交換する。指定したトルク以上の車両については、フレームのエンジン前側懸架部（左・右）の締付座面（内・外）の塗膜を除去する。 上記いずれの場合においても、以下の（２）（３）を実施する。 （２）フレームのエンジン前側懸架部とエンジンの間（左・右）に、ワッシャを追加し、新品のエンジン前側懸架ボルトを、新たに設定したトルクにて締付けを行う。 （３）フレームのエンジン前側懸架部（左・右）における外観未塗装部に補修塗装を施す。The two passages above are quoted in Japanese because that is the language the ministry published them in.
