A recall notice is written for the regulator that files it, not for the person who owns the car. Transport Canada records every one of its notices under one of twenty-two systems and one of nine ways of filing, and explains none of them anywhere. This is what each of those words covers, and every notice that uses it.

How the notice was filed

Two words are missing from those lists on purpose. Other and Not Entered appear on thousands of notices and mean only that the field was left alone. They are counted where they occur and never explained away.
