The manufacturer found that the vehicle does not meet a Canadian motor vehicle safety standard - whether or not anybody is in danger.
A compliance notice can be as serious as a defect notice or as small as a mislabelled figure. The distinction is legal, not medical: a defect is a risk, a non-compliance is a broken rule. The repair is free in both cases.
