ON VEHICLES WITH MANUAL TRANSMISSION, THE ROLL PINS SECURING THE IGNITION LOCK CYLINDER IN THE STEERING COLUMN HOUSING MAY NOT REMAIN IN PLACE. THIS COULD CAUSE THE IGNITION LOCK CYLINDER TO DISENGAGE FROM THE STEERING COLUMN HOUSING WHICH COULD RESULT IN STEERING COLUMN LOCK-UP AND LOSS OF STEERING CONTROL. CORRECTION: VEHICLES WILL BE INSPECTED AND IF ROLL PINS ARE PRESENT AND FULLY INSERTED, A PLASTIC SNAP-ON SLEEVE WILL BE INSTALLED TO PREVENT THE PINS FROM COMING OUT. IF ONE OR BOTH OR THE ROLL PINS ARE MISSING OR NOT FULLY INSERTED, THE IGNITION LOCK HOUSING ASSEMBLY WILL BE REPLACED (ALONG WITH THE DOOR LOCKS AND THE LIFTGATE/DECK-LID LOCKS SO THAT KEY COMPATIBILITY IS MAINTAINED).
Transport Canada recorded this notice in capitals, as its system did for many years. It is reproduced here exactly as published.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 1993078.

Reading this against the source
This page is what Transport Canada published in the Vehicle Recalls Database, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /canada, and how the reading is done is set out in the method.
What the words on this notice mean — the system it is filed under, and what the filing type says about who found the fault.
This notice names one vehicle among several registers that have written about it. Every notice this site holds for the Prime Time Tracer, in all seven, is kept on that vehicle's own page, with the newest in each.
This register keeps an index of its own for every maker and every year it holds: Canadian recalls on a Mercury: 243 in the register, and 177 Canadian vehicle recalls filed in 1993.
