What the notice says エアコンにおいて、ドレンホースの車体への組付け作業が不適切なため、ドレンホースコネクタ部に内装が噛み込んでいるものがある。そのため、エアコンの凝縮水が車内に漏れ出して、通信回路の配線の接続コネクター内部に浸入し、そのままの状態で使用を続けると、端子が腐食して接触不良となり、エアバッグの警告灯やエンジン警告灯が点灯し、最悪の場合、衝突時にエアバッグが展開しないおそれがある。

What the ministry says is wrong

全車両、ドレンホースの取り付け状態を点検し、正しく取り付けられていない場合は、新品と交換する。また、接続コネクター端子の状態を確認し、異常が認められた場合は接続コネクターの端子交換を行なう。The two passages above are quoted in Japanese because that is the language the ministry published them in.
