What the ministry says is wrong
エアコンディショナーのブロワーファンレギュレーターへ電力を供給するワイヤーハーネスの端子において、当該端子のメッキ素材が不適切なため、車両振動によってメッキが損傷し、摩擦腐食が発生することがある。そのため、電気抵抗が高くなりワイヤーハーネスの端子が発熱し損傷して、最悪の場合、火災に至るおそれがある。What is to be done about it
全車両、ワイヤーハーネスを対策品に交換する。また、ブロワーファンレギュレーターに不具合のあるものは新品に交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in. This site keeps the wording a register had when it was read, and does not translate a safety notice.

This site gathered the record, grouped it by notification number and set it in English around the ministry's own words; the notice itself is unaltered. CarsMultiverse is not the ministry and not a safety authority. To act on this notice, use the ministry's own document.

Reading this against the source
This page is what MLIT published in the recall notices it publishes, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /japan, and how the reading is done is set out in the method.
This register keeps an index of its own for every maker and every year it holds: Japanese recalls on a BMW: 409 in the register, and 497 Japanese vehicle recall notifications filed in 2018.
