Defect, as DVSA words it

The throttle control valve may remain above idle when released affecting the drivers control of speed.

Remedy, as DVSA words it

Recall the throttle control valves that are likely to be affected. Dismantle the throttle control valve and ascertain if the old type cartridge or new type cartridge is fitted. If the old type cartridge is fitted a new type cartridge will be fitted and the valve reassembled.
