Concern

Cycle carrier can become distorted and fatigued in normal use which could lead to failure of the carrier.

Defect, as DVSA words it

In certain situations the cycle carrier can fail which could potentially lead to a bicycle becoming detached from the vehicle. Manufacturer advice is that the cycle carrier should NOT USED until the required rectification work has been carried out.

Remedy, as DVSA words it

The rectification work involves replacing some parts of the carrier with stronger versions and adding some additional components.
