On certain vehicles, when stationary, water may leak into the kick panel areas and can then enter electrical components located in that area. Subsequent corrosion can result in a high resistance short circuit that can heat up to the point of igniting the plastic in the electrical components or heat up other paths to ground which can lead to ignition of the kick pad trim panels, instrument panel, etc. Correction: Replace the 25 amp circuit breakers with 25 amp fuses in the fuse block; remove a temporary paper fuse box cover; install a plastic shield over the fuse block; reorient the power door lock relay; replace remote keyless entry module if corroded and reorient it and apply additional body sealer in key areas.
