Buick REGAL in the other registers
This site holds seven national and European registers. Buick REGAL is named on 15 American notices and 7 Israeli. Those are separate campaigns, filed with separate authorities on their own schedules.
The American register
The Israeli register
Nothing here says any of these is this notice in another country. A model recalled in one country is often recalled in another, in different words and at a different time, and the authorities do not cross-reference each other. Reading them together is the reason this site holds more than one register.

On certain vehicles, the windshield wipers may stop working, usually after operation under heavy load conditions such as accumulated snow or ice, because of separation between the drive pin and crescent in the crank arm assembly. If this were to occur during driving in adverse weather conditions, driver visibility could be reduced, which could result in a vehicle crash without prior warning. Correction: Dealers will inspect for the presence of a plastic water deflector and, if necessary, replace the wiper motor crank arm, install a park tab reinforcement and install a water deflector. Dealers will also apply additional sealing material to improve water deflection from the crank arm assembly and will install a reinforcement to improve the performance of the wiper park mechanism.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 2000002.

Reading this against the source
This page is what Transport Canada published in the Vehicle Recalls Database, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /canada, and how the reading is done is set out in the method.
What the words on this notice mean — the system it is filed under, and what the filing type says about who found the fault.
This notice names one vehicle among several registers that have written about it. Every notice this site holds for the Buick Regal, in all seven, is kept on that vehicle's own page, with the newest in each.
This register keeps an index of its own for every maker and every year it holds: Canadian recalls on a Buick: 326 in the register, and 311 Canadian vehicle recalls filed in 2000.
