On certain aluminium platform semi-trailers, cracks may develop in the structural web connected to the coupling plate of the trailer in the area below the crossmember that is bolted to the web of the frame and to the coupler. Through continued use, the coupling plate could separate from the frame web, increasing the risk of a crash causing injury and/or property damage. Correction: Coupling plate assemblies will be removed and replaced by redesigned coupling plate assemblies and all cracked frame webs will be repaired. In the interim, owners/operators should immediately proceed with a visual inspection of the frame web on each side of the coupling plate of their trailers in their fleets to look for signs of cracks.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 2016251.

Reading this against the source
This page is what Transport Canada published in the Vehicle Recalls Database, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /canada, and how the reading is done is set out in the method.
What the words on this notice mean — the system it is filed under, and what the filing type says about who found the fault.
This notice names one vehicle among several registers that have written about it. Every notice this site holds for the Manac Flatbed, in all seven, is kept on that vehicle's own page, with the newest in each.
This register keeps an index of its own for every maker and every year it holds: Canadian recalls on a Manac: 26 in the register, and 644 Canadian vehicle recalls filed in 2016.
