Toyota HIGHLANDER HYBRID in the other registers
This site holds seven national and European registers. Toyota HIGHLANDER HYBRID is named on 11 American notices. Those are separate campaigns, filed with separate authorities on their own schedules.
The American register
Nothing here says any of these is this notice in another country. A model recalled in one country is often recalled in another, in different words and at a different time, and the authorities do not cross-reference each other. Reading them together is the reason this site holds more than one register.

Issue:
Under certain conditions, the vehicle stability control (VSC) system may not switch on when the ignition is restarted. This can happen if the driver manually turns off the VSC, depresses the brake pedal, and then turns off and restarts the vehicle while continuously depressing the brake pedal. Canadian regulations require the stability control system to be active each time that you start the vehicle.Safety Risk:
A stability control system that is switched off could increase the risk of a crash.Corrective Actions:
The company will notify owners by mail and instruct you to take your vehicle to a dealer to update the skid control ECU software.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 2022179.

Reading this against the source
This page is what Transport Canada published in the Vehicle Recalls Database, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /canada, and how the reading is done is set out in the method.
What the words on this notice mean — the system it is filed under, and what the filing type says about who found the fault.
This notice names one vehicle among several registers that have written about it. Every notice this site holds for the Toyota Highlander Hybrid, in all seven, is kept on that vehicle's own page, with the newest in each.
This register keeps an index of its own for every maker and every year it holds: Canadian recalls on a Toyota: 312 in the register, and 637 Canadian vehicle recalls filed in 2022.
