全車両、当該カップリングのギヤ及び原動機のフライホイールを対策品に交換する。 尚、対策品の準備に時間を要するため、準備が整うまでの間、暫定対策として当該カップリングのギヤを新品に交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
