What the ministry says is wrong
エンジンコントロールユニット（ＤＭＥ）において、プログラムが不適切なため、Ｏ２センサーからの情報を適切に評価できない。そのため、燃焼状態に異常が発生してもエンジン警告灯が点灯せず、排気ガスが基準値を満たさないおそれがある。What is to be done about it
全車両、エンジンコントロールユニット（ＤＭＥ）のプログラムを対策プログラムに書き換える。The two passages above are quoted in Japanese because that is the language the ministry published them in. This site keeps the wording a register had when it was read, and does not translate a safety notice.

This site gathered the record, grouped it by notification number and set it in English around the ministry's own words; the notice itself is unaltered. CarsMultiverse is not the ministry and not a safety authority. To act on this notice, use the ministry's own document.

Reading this against the source
This page is what MLIT published in the recall notices it publishes, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /japan, and how the reading is done is set out in the method.
This register keeps an index of its own for every maker and every year it holds: Japanese recalls on a BMW: 409 in the register, and 462 Japanese vehicle recall notifications filed in 2019.
