Concern

Remaining particles in the cells of the high voltage battery can cause a short circuit

Defect, as DVSA words it

A possibility of impurities contained in the HV batteries may cause short circuit.

Remedy, as DVSA words it

Testing of battery charge cycles and replacement of the HV cells where necessary.
