DURING THE RAILCAR CHAIN-DOWN OPERATION OR DURING IN-TRANSIT RAILCAR MOVEMENT, THE CHAIN COULD INTERFERE WITH AND BREAK THE EVAPORATIVE EMISSION CARBON CANISTER. THESE VEHICLES WOULD THEN NOT COMPLY WITH CANADA MOTOR VEHICLE SAFETY STANDARD 1105 - EVAPORATIVE EMISSIONS.
