Both registers carry the same date for this defect.
These are the dates each register records against its own notice. They are separate administrative acts in two countries, recorded by two authorities under two sets of rules, and this page does not claim that one caused the other or that owners in either country were contacted on those days. What it shows is that the same manufacturer campaign reached the two registers on different dates.
Read the American notice 22V209, including every earlier version of its wording this site holds. The Canadian register explains why the manufacturer code is published there and what that makes possible. Canada and America sets every matched pair side by side.

Issue: rnOn certain Cougar 29FKD travel trailers, the tires could contact an outrigger while driving. This could damage the tire and cause a tire failure. rnrnSafety Risk: rnA tire failure could cause a loss of control and increase the risk of a crash. rnrnCorrective Actions: rnKeystone will notify owners by mail and instruct you to bring your travel trailer to a dealership to modify the outrigger to improve tire clearance. The dealer will add an additional outrigger between the two tires (over the center spring hanger) and inspect the tires for damage. To reduce the safety risk, Keystone recommends that you should unload all cargo and empty the holding tanks (fresh water, grey water, black water, and water heater) and take your trailer to a dealership for repair.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 2022161.
