What the ministry says is wrong
燃料フィルターにおいて、ドレンプラグ取付部の平面が確保できていないため、製造時に過大なトルクでドレンプラグを締め付けた場合に、ガスケットが変形もしくは圧縮割れが発生するものがある。そのため、そのまま使用を続けたり、定期点検時にドレンプラグを緩め、再締め付け作業を行うと、燃料が漏れるおそれがある。What is to be done about it
全車両、対策品の準備に時間を要することから、対策品の供給が出来るまでの暫定措置として、燃料フィルターを点検し、燃料が漏れている場合または、燃料フィルターの定期点検時期に該当する場合は、燃料フィルターを新品に交換する。なお、準備が整い次第、再度入庫の通知を行なうとともに、燃料フィルターのドレンプラグとガスケットを対策品に交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
