What the ministry says is wrong

緩衝装置において、リアショックアブソーバの車体への取り付け部の強度が不足している ため、そのままの状態で使用を続けると、当該取り付け部に亀裂が生じ、最悪の場合、シ ョックアブソーバが車体から外れ、走行安定性が損なわれるおそれがある。

What is to be done about it

全車両、リアショックアブソーバに補強ブラケットを取り付ける。なお、取り付け部に亀 裂があるものは新品に交換し、補強ブラケットを取り付ける。

The two passages above are quoted in Japanese because that is the language the ministry published them in. This site keeps the wording a register had when it was read, and does not translate a safety notice.

This site gathered the record, grouped it by notification number and set it in English around the ministry's own words; the notice itself is unaltered. CarsMultiverse is not the ministry and not a safety authority. To act on this notice, use the ministry's own document.

ビューエル elsewhere in this register

ビューエル is named on 19 notices in the copy of MLIT’s register held here, of which these are the nearest to this one in time.

The same part: ショックアブソーバ

44 notices in this register name ショックアブソーバ. A defect that keeps returning under one heading is worth reading as a group rather than one notice at a time.

Reading this against the source

This page is what MLIT published in the recall notices it publishes, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /japan, and how the reading is done is set out in the method.

This register keeps an index of its own for every maker and every year it holds: Japanese recalls on a Buell: 24 in the register, and 228 Japanese vehicle recall notifications filed in 2000.
