What the notice says 後輪のトーインを調整するトーインロッドにおいて、取付けボルトの製造指示が不適切なため、必要なボルトの軸力が発生していないものがある。そのため、そのままの状態で使用を続けると、走行振動等により緩みが生じ、トーインの値が基準を外れて走行安定性が損なわれ、最悪の場合、取付けボルトが外れて走行不能となるおそれがある。

後輪のトーインを調整するトーインロッドにおいて、取付けボルトの製造指示が不適切なため、必要なボルトの軸力が発生していないものがある。そのため、そのままの状態で使用を続けると、走行振動等により緩みが生じ、トーインの値が基準を外れて走行安定性が損なわれ、最悪の場合、取付けボルトが外れて走行不能となるおそれがある。What is to be done about it
全車両、トーインロッド取付け部を点検し、異常が認められないものは、取付けボルト及びワッシャーを対策品に交換する。また、異常が認められるものは、トーインロッド及びリヤハブキャリアを新品に交換したうえで、取付けボルト並びにワッシャーを交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
