Reading them together is the reason this site holds more than one register.

Issue:
On certain vehicles, there could be a problem with the driver-front airbag inflator. This could cause the airbag to deploy with more force than normal. If the airbag inflator ruptures, pieces could be propelled toward the occupants. This could also cause damage to the airbag assembly and prevent it from inflating properly.
Note: This recall only affects certain vehicles that had a Takata airbag inflator installed during a previous airbag recall or collision repair.Safety Risk:
In a crash where the airbag deploys, there could be an increased risk of injury.Corrective Action:
The company will notify owners by mail. Owners will be instructed to take their vehicle to a dealer to have the driver-front airbag inflator replaced.
The wording above is the department's own, as it stood in the monthly file this site last read. Vehicle counts are the sum of the counts published for each make and model the recall covers. To act on a recall, use the official notice: Transport Canada recall 2019117.

Reading this against the source
This page is what Transport Canada published in the Vehicle Recalls Database, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /canada, and how the reading is done is set out in the method.
What the words on this notice mean — the system it is filed under, and what the filing type says about who found the fault.
This notice names one vehicle among several registers that have written about it. Every notice this site holds for the Honda Element, in all seven, is kept on that vehicle's own page, with the newest in each.
This register keeps an index of its own for every maker and every year it holds: Canadian recalls on a Honda: 362 in the register, and 594 Canadian vehicle recalls filed in 2019.
