What the notice says 燃料タンクにおいて、燃料蒸発ガス排出抑止装置（キャニスタ）につながるセパレータの位置が不適切なため、燃料満タン時に発進を繰り返すなど燃料タンク内で燃料の液面が揺れた際に、当該セパレータからキャニスタに燃料が流入することがある。そのため、そのまま使用を続けると、燃焼室内に過濃な混合気が吸入され、エンジン不調となり、最悪の場合、走行中にエンストするおそれがある。

What the ministry says is wrong
燃料タンクにおいて、燃料蒸発ガス排出抑止装置（キャニスタ）につながるセパレータの位置が不適切なため、燃料満タン時に発進を繰り返すなど燃料タンク内で燃料の液面が揺れた際に、当該セパレータからキャニスタに燃料が流入することがある。そのため、そのまま使用を続けると、燃焼室内に過濃な混合気が吸入され、エンジン不調となり、最悪の場合、走行中にエンストするおそれがある。What is to be done about it
