What the ministry says is wrong

全車両、当該ヘッドランプのシール状態を点検し、シール性に不具合があるものは対策品 のヘッドランプ及び新品のコントロールユニットに交換する。また、不具合がないものは 対策品のヘッドランプに交換する。The two passages above are quoted in Japanese because that is the language the ministry published them in.
