What the ministry says is wrong
後輪のブレーキキャリパにおいて、ブーツのシール構造が不適切なため、キャリパ内部に水が浸入し、シャフトに錆が発生し腐食することがある。そのため、そのままの状態で使用を続けると、シャフトの摺動性が悪化し、駐車ブレーキの制動力が低下し、最悪の場合、車両が動き出すおそれがある。What is to be done about it
