What the ministry says is wrong

原動機の点火用高圧電気配線において、点火プラグ・キャップの絶縁が不足しているため 、そのままの状態で使用を続けると、当該キャップから漏電し、点火プラグが失火して原 動機の回転が不安定となり、最悪の場合、触媒コンバータが損傷して排出ガス値が基準を 超えるとともに原動機が停止し、再始動ができなくなるおそれがある。

What is to be done about it

全車両、原動機点火用高圧電気配線を対策品と交換する。 全車両、触媒コンバータを点検し、損傷しているものは新品と交換する。 備考:平成7年7月28日から平成11年2月16日に輸入された対象車両については、平成11年6 月15日「届出番号 外-738」による改善処置の内容が不適切であったことから、再度、届出 を行うものである。

The two passages above are quoted in Japanese because that is the language the ministry published them in. This site keeps the wording a register had when it was read, and does not translate a safety notice.

This site gathered the record, grouped it by notification number and set it in English around the ministry's own words; the notice itself is unaltered. フォルクスワーゲン elsewhere in this register

フォルクスワーゲン is named on 180 notices in the copy of MLIT’s register held here, of which these are the nearest to this one in time.

The same part: ハイテンションコード

8 notices in this register name ハイテンションコード. A defect that keeps returning under one heading is worth reading as a group rather than one notice at a time.

Reading this against the source

This page is what MLIT published in the recall notices it publishes, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /japan, and how the reading is done is set out in the method.

This register keeps an index of its own for every maker and every year it holds: Japanese recalls on a Volkswagen: 180 in the register, and 215 Japanese vehicle recall notifications filed in 2001.
