What the ministry says is wrong

一般道路走行時には使用を禁止している補助ステアリングシステム(運転席を後方に向けて作業する際の操作性を確保するための装置)において、当該システムの誤操作防止構造が十分ではないため、一般道路走行時に当該システムの操作スイッチ(逆ステアリングスイッチ)を誤って操作した場合、当該システムが作動し、操舵時に運転手の意思に反して逆方向に操舵される。

What is to be done about it

全車両、一般道路走行時には補助ステアリングシステムの操作スイッチを操作できないように、当該スイッチの取付位置を運転席の後方に移設し、当該スイッチが作動状態である場合、運転者に対し警告する警報ブザーを取り付ける。

The two passages above are quoted in Japanese because that is the language the ministry published them in. This site keeps the wording a register had when it was read, and does not translate a safety notice.

Source: Ministry of Land, Infrastructure, Transport and Tourism website (出典:国土交通省ウェブサイト), used under the Public Data License 1.0. This site gathered the record, grouped it by notification number and set it in English around the ministry's own words; the notice itself is unaltered. CarsMultiverse is not the ministry and not a safety authority. To act on this notice, use the ministry's own document.

日立 elsewhere in this register

日立 is named on 95 notices in the copy of MLIT’s register held here, of which these are the nearest to this one in time.

The same part: その他(かじ取り)

87 notices in this register name その他(かじ取り). A defect that keeps returning under one heading is worth reading as a group rather than one notice at a time.

Reading this against the source

This page is what MLIT published in the recall notices it publishes, kept as it was read. The authority publishes only its current wording; if a notice is rewritten, the earlier version disappears there and is kept here. The whole register is at /japan, and how the reading is done is set out in the method.

This register keeps an index of its own for every maker and every year it holds: Japanese recalls on a Hitachi: 96 in the register, and 427 Japanese vehicle recall notifications filed in 2005.
